What is Loughborough Voices?
We are a resident-led group that is concerned about how the estate is being managed by LEMB currently. We want to transform the estate into a safe, clean and vibrant community through transparent and accountable governance, with an emphasis on resident well-being and empowerment.
What is the Loughborough Estate Management Board (LEMB)?
LEMB is the current Tenant Management Organisation – i.e. the organisation that manages Loughborough Estate.
What is the continuation ballot?
By law, residents must have a say in whether they are satisfied with how the estate is being managed. The continuation ballot is your 5-yearly chance to decide if the current management (Loughborough Estate Management Board – LEMB) is meeting your expectations. LEMB had until January 2025 to hold the continuation ballot – they have now missed this deadline. We are trying to find out what the consequence is of LEMB failing to hold the ballot, and who enforces that consequence.

What happens if the TMO (LEMB) wins the ballot?
If the current TMO (LEMB) wins the ballot, then it will continue managing the estate for another five years. Consider whether you would be happy with the current level of services. If you are not happy with the current state of the estate, you can vote “NO” to stop the TMO from staying in place for another 5 years.
What happens if the TMO (LEMB) loses the ballot?
If residents vote against LEMB continuing as TMO, another vote will be called within 6 months of the first vote in which residents will need to confirm this vote. If LEMB again lose that ballot, then management of the estate will temporarily return to the Council. Lambeth Council will oversee repairs, safety and general management in the interim. Then residents can work with the Council to develop a new, better TMO with priorities shaped by the community.
What if I don’t want the estate to go back to the Council?
Loughborough Voices has spoken to Lambeth Council and expressed residents’ interest to set up a new Tenant Management Organisation (TMO), when LEMB are voted out. The Council are legally required to consider any new TMO application (Right To Manage) if residents express strong support for it.
When will the vote be called? And how can I vote?
The current TMO, LEMB, must call a ballot every five years – meaning they must do so by end January 2025. LEMB still have not announced the ballot. We will update this website as soon as we have more information on the continuation ballot.
How can I make sure my vote counts?
If you want your voice to be heard, and you want the Council and TMO to know how you feel about the current state of the estate, you should vote! DO NOT feel pressured to vote a particular way.
How do I know the ballot is fair?
LEMB must arrange for an independent organisation to oversee the ballot. LEMB have as yet not shared information about that organisation. However, LEMB are obliged to arrange this by end January 2025.
