Every 5 years, residents of Loughborough Estate have the opportunity to vote on whether their Tenant Management Organisation (TMO) continues to manage the estate. This is called a ‘continuation ballot’.
The current TMO, Loughborough Estate Management Board (LEMB), must arrange this continuation ballot. The deadline for them to do so was January 2025 but they missed the deadline.
The ballot is now open, with voting possible between 17 – 25 February.
This is your chance to tell LEMB whether or not they are meeting your expectations.

If LEMB wins the ballot, then it will continue managing the estate for the next 5 years.
If LEMB loses the ballot, there will be another vote within 6 months of the first ballot to confirm that residents do not want LEMB to continue managing the estate.
If residents confirm this decision in the second vote, management of the estate will temporarily return to Lambeth Council. The Council will oversee repairs, safety and general management in the interim.
Then residents can work with the Council to develop a new, better TMO with priorities shaped by the community.
Loughborough Voices is not satisfied with LEMB’s management of the estate.
We have spoken to the Council and expressed our interest to set up a new Tenant Management Organisation (TMO), that operates more fairly, transparently and with the interests of residents in mind.
Voting LEMB out gives us the option for a fresh start.
Our recommendation for the security of your vote is that you request for your vote to be collected by Civica. All residents can request this.
Do not give your voting card to anyone else. If you choose to put your vote in the box in the LEMB office, ensure that you do this yourself and do not give your voting slip to a member of staff or a board member.
Your vote is your choice. Do not be intimidated to vote in any way by anyone. It is unlawful for anyone to pressure you into voting a certain way or offer you something in exchange for your vote.
